What decided it

The public benefits of delivering one home in a location with good accessibility to services, combined with highway safety improvements and ecological benefits, outweighed the low level of less-than-substantial harm to the conservation area character and appearance.

The less-than-substantial harm to the character and appearance of the Bramhall Park Conservation Area (at the lower end of the spectrum) was outweighed by the public benefits of housing delivery addressing the five-year supply shortfall, highway safety improvements, and ecological benefits, applying the tilted balance under NPPF paragraph 11.
