The appreciable negative effect on the character and appearance of the area, caused by the siting, orientation, bulk and massing of the proposed dwellings being incompatible with the locally distinctive layout and arrangement of existing housing, outweighed the moderate benefits of housing delivery despite the housing land supply deficit.

The moderate weight afforded to housing delivery and social, economic and environmental benefits was outweighed by the substantial weight given to the unacceptable harm to character and appearance and the importance of ensuring residential development is suitable in relation to its surroundings.
