What decided it

The absence of valid and adequate ecological survey information to determine that the development would not cause significant harm to protected species, particularly bats, which are strictly protected under the Conservation of Habitats and Species Regulations 2010.

The modest benefits of delivering one dwelling on a windfall brownfield site and contributing to housing supply were significantly and demonstrably outweighed by the inability to rule out significant harm to protected species and biodiversity due to insufficient survey information.
