What decided it

The proposed development would unacceptably reduce the physical and perceptual gap between Broughton Astley and Sutton in the Elms, adversely affecting the character and appearance of the area and the defined Area of Separation, and this harm significantly and demonstrably outweighs the benefits of housing delivery and self-build provision.

The benefits of housing supply (moderate weight), affordable housing and self-build plots (significant weight), sustainable location (moderate weight), and construction jobs and biodiversity net gain (moderate weight) were outweighed by the significant adverse impacts on character and appearance, coalescence between settlements, conflict with development plan policies (very significant weight), and the absence of a planning obligation to secure community contributions and affordable housing delivery.
