What decided it

The unacceptable and harmful effect on the character and appearance of the area caused by the incongruous siting and layout of three dwellings in a backland location that would undermine the established linear pattern of development and sense of spaciousness, which very significant weight in opposition outweighed the moderate benefits of modest housing delivery.

The very significant weight of adverse impacts on character and appearance significantly and demonstrably outweighed the moderate weight of collective benefits comprising housing delivery and housing mix, such that the presumption in favour of sustainable development was not engaged
