The appellant's evidence, comprising statutory declarations from contractors with no apparent connection to the appellant, dated photographs showing construction progress, and a detailed quotation dated 10 June 2019 specifying completion by 26 July 2019, was sufficiently precise and unambiguous to establish on the balance of probabilities that the walls were substantially complete before 4 August 2019, making them lawful.
