What decided it

The Inspector's acceptance that a planning condition could secure permanent colouring or replacement of the composite decking to match the roof materials, thereby removing the identified harm to the conservation area's character and appearance.

The limited public benefit of improved living conditions for the flat occupier (without safety measures) did not outweigh the less than substantial harm to the conservation area; however, the harm could be remedied by condition, allowing the development to proceed with modifications.
