What decided it
The proposal would cause less than substantial but unacceptable harm to the significance of the Conservation Area by undermining the historic plot pattern and layout, and this heritage harm outweighed the limited public benefits of housing delivery.
The public benefits of granting planning permission, including housing delivery and efficient use of a windfall site, did not outweigh the heritage harm to the Conservation Area and the adverse effect on character and appearance, as the Framework requires great weight to be given to conservation of the designated heritage asset.
