What decided it

The West Woodhay Road gates would cause localised but material harm to the distinct rural character of the AONB through suburbanisation of the access, which could not be outweighed by modest highway safety and security benefits; conversely, the Hatch House Lane gates would conserve the landscape character and were therefore permitted.
