The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance test, and the benefits of housing delivery and removal of the visually harmful extension outweighed the moderate harm from deficiencies in living conditions.

The adverse impacts of granting permission, comprising moderate harm from substandard living conditions, would not significantly and demonstrably outweigh the benefits comprising moderate weight for six units of residential accommodation on a brownfield site in an accessible location and additional weight for the significant enhancement to character and appearance from removal of the detrimental extension, when assessed against the Framework taken as a whole.
