Main issues, as the Inspector framed them

• The effect of the proposal on the character and appearance of the area having particular regard to the special interest and significance of nearby listed buildings and whether the character or appearance of the Ivinghoe Conservation Area would be preserved or enhanced, including the consideration of trees
• The effect of the proposal on the Chilterns Beechwoods Special Area of Conservation
• The living conditions of the occupants of The Old Brewery House and future residents of the proposed dwelling having regard to privacy

What decided it

The unjustified less than substantial harm to the settings of three listed buildings and the conservation area, combined with significant adverse effects on the Chilterns Beechwoods SAC, provided clear reasons for refusal under paragraph 11d)(i) of the Framework that outweighed the moderate benefits of providing one additional dwelling.

The moderate public benefits of providing one additional dwelling and making more efficient use of the land were outweighed by the great weight given to the conservation of four designated heritage assets (one Grade I listed church and three other heritage assets) and the significant adverse effects on the SAC integrity.
