What decided it
The sites' unsuitability as locations for housing due to poor access to services and facilities combined with moderate and localised harm to the landscape and scenic beauty of the National Landscape, which collectively and demonstrably outweigh the benefits of housing delivery when assessed against the Framework as a whole.
The significant weight attached to housing delivery and modest economic benefits were outweighed by the great weight of the adverse impacts of poor accessibility to services and facilities and moderate and localised harm to the National Landscape character, such that the presumption in favour of sustainable development did not apply.
