The appeal site's poor accessibility to services and facilities, combined with its location outside the specified service villages, makes it unsuitable for residential development and contrary to the Spatial Strategy in Core Policy 1 and the Framework's requirement for rural housing to enhance and maintain the vitality of rural communities.

The benefits of providing purpose-built accommodation for the appellant's mobility needs and contributing to housing supply were outweighed by the harm arising from the site being poorly related to identified growth settlements and conflicting with the overall Spatial Strategy.
