Main issues, as the Inspector framed them
- Whether the proposal would provide adequate living conditions for its future occupants, with particular regard to outlook, daylight, and sunlight
What decided it
The adverse impact on the living conditions of future residents, particularly the inadequate daylight, sunlight and outlook for Flat 1, attracted substantial weight and significantly and demonstrably outweighed the moderate benefits of housing delivery and brownfield reuse.
The benefits of delivering 7 new apartments on a brownfield site in an accessible location with economic benefits attracted moderate weight, but the substantial harm to living conditions of future residents significantly and demonstrably outweighed these benefits, so the presumption in favour of sustainable development did not apply
