Main issues, as the Inspector framed them

  • the effect of the proposal on the character and appearance of the area, including trees, bearing in mind it would be within the Northwood Town Centre, Green Lane Conservation Area and within the setting of a listed building
  • the living conditions of neighbouring occupiers at Tudor Lodge and Copper Beech Court, with regard to privacy, noise and light pollution
  • the living conditions of future occupiers, with regard to outlook, noise, light pollution, daylight/sunlight and private outdoor space
  • promoting the use of sustainable modes of transport, with regard to car parking provision

What decided it

The less than substantial harm to the conservation area and listed building setting, combined with harm to neighbouring and future occupier living conditions and failure to promote sustainable transport, could not be outweighed by the moderate benefit of housing provision.

The moderate benefit of providing seven additional dwellings and modest economic benefits from construction were insufficient to outweigh the great weight attached to the harm to the designated heritage asset and the other identified harms to living conditions and sustainable transport.
