What decided it
The absence of sufficient ecological survey evidence to establish the effects of the proposal on Great Crested Newts, a protected species, meant the adverse biodiversity impacts significantly and demonstrably outweighed the housing supply benefits under the tilted balance.
The housing supply benefits and economic activity from the small residential scheme were outweighed by the substantial harm to biodiversity (Great Crested Newts) and conflict with Framework paragraphs 180 and 186, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
