The harm to residential amenity from extended late-night opening hours of the seventh-floor restaurant, with patrons leaving until 01:30 and creating noise on surrounding streets, outweighed any economic benefits, whereas the rear terrace extension to 23:00 would not cause unacceptable harm due to its distance from residential properties and existing background noise levels at that hour.
