The poor internal kitchen facilities and lack of functional external amenity space would cause significant harm to the living conditions of future occupiers that substantially outweighed the benefits of housing delivery and building reuse.
The adverse impacts from inadequate internal shared living spaces and insufficient external amenity space, afforded significant weight, significantly and demonstrably outweighed the moderate benefits of housing supply and building reuse, such that the presumption in favour of sustainable development did not apply.
