What decided it

The failure to provide acceptable living conditions for future occupiers due to inadequate communal spaces and the unacceptable harm to neighbouring occupiers' living conditions from noise and disturbance arising from the more intensive use pattern of an HMO substantially outweighed the moderate benefits of housing supply.

The moderate benefits of more efficient use of the property and housing supply in a sustainable location were substantially outweighed by significant conflicts with the Framework arising from failure to provide satisfactory living conditions for future occupiers, unacceptable harm to neighbouring occupiers' living conditions, and failure to demonstrate adequate refuse and recycling storage.
