Main issues, as the Inspector framed them

  • the effect of the proposed development upon the character and appearance of the area
  • the effect of the proposed development upon the living conditions of the occupiers of No.1 Cowper Road, with particular regard to outdoor space, outlook and light
  • whether the proposed development would provide satisfactory living conditions for future occupiers, with particular regard to outdoor space, outlook and light
  • car parking

What decided it

The retention of the side porch as a fixed requirement would necessitate setting the new dwelling significantly behind the front elevation of existing properties, creating a disjointed appearance that harmfully conflicts with the established building line and arrangement of properties in the area.

The benefits of housing supply and economic activity (limited weight) were significantly and demonstrably outweighed by the significant harm to character and appearance of the area.
