The modest scale of traffic generation combined with the absence of recorded accidents at the junction despite existing visibility deficiencies, and evidence that visibility shortfalls do not necessarily result in increased injury collisions, led the Inspector to conclude the development would not have an unacceptable impact on highway safety.
