The substantial benefits of market and affordable housing, together with moderate benefits from economic activity, ecological enhancement and open space, were found to be 'many and weighty' and outweighed the 'few' and lesser harms from conflict with the spatial strategy and limited harm to character and appearance, such that it was not necessary to engage the tilted balance.
