What decided it

The harm to the character and appearance of the surrounding area caused by the incongruous form, location and design of the proposed dwelling, which conflicts with the established spacious character and linear pattern of the area, could not be outweighed by the limited benefits of a single additional dwelling even in the context of the Council's housing land supply shortfall.

The adverse impacts of harm to character and appearance, given substantial weight in the Framework, significantly and demonstrably outweighed the limited social, economic and housing supply benefits of a single additional dwelling, such that the presumption in favour of sustainable development did not apply.
