The appellant failed to demonstrate through a sufficiently rigorous site selection process that there were no realistic alternative locations where the installation could be sited with less harmful effects on the character and appearance of the area and heritage assets, such that the public benefits of 5G connectivity could provide clear and convincing justification for the identified harm.
