What decided it

The proposed rear dormers, with their excessive scale and full-height glazing, would be visually incongruous with the modest character of the area and would result in unacceptable overlooking and loss of privacy for neighbouring occupiers, contrary to Policies 26 and 7 of the Havering Local Plan.
