The considerable social benefits from market and affordable housing, modest social benefits from open space provision, moderate environmental benefits from biodiversity net gain and modest economic benefits from construction were significantly and demonstrably outweighed by the adverse effects upon character and appearance and the setting and significance of designated heritage assets.
