What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites triggered the presumption in favour of sustainable development under paragraph 11(d) of the Framework, which, combined with the significant heritage and design benefits of replacing the derelict extension, outweighed the limited harm from loss of a small amount of underutilised employment land.
The loss of employment land was outweighed by the delivery of an additional housing unit in a borough falling short of housing supply, the efficient use of brownfield land in a sustainable location, and the significant benefit of enhancing a non-designated heritage asset and the conservation area through replacement of an unattractive structure with a well-designed dwelling.
