What decided it

The harm to the character and appearance of the area, caused by the introduction of a flat roof and additional bulk and mass that would be incongruous within the streetscene, significantly and demonstrably outweighs the very modest benefits of two additional dwellings.

The significant weight given to housing delivery in the context of a shortfall in five-year housing land supply was outweighed by the significant and demonstrable harm to character and appearance of the area.
