What decided it
The significant shortfall in housing land supply (3.69 years against Government expectations) engaged the presumption in favour of sustainable development under NPPF paragraph 11(d), and the benefits of one additional dwelling outweighed the limited conflict with the development plan's spatial strategy.
The conflict with the spatial strategy was limited and outweighed by the benefits of delivering an additional housing unit in a district falling well short of required housing supply, making efficient use of previously developed land and contributing to the local economy.
