What decided it

The absence of unacceptable harm to character and appearance, combined with the Council's agreed significant housing land supply shortfall engaging the tilted balance in favour of the substantial benefits of housing delivery.

The less than substantial harm to the setting of the non-designated heritage asset at Lodge Farm was outweighed by the public benefits of the scheme including housing, and in any event the benefits of housing delivery, given the Council's significant housing land supply shortfall, were agreed by the parties not to be significantly and demonstrably outweighed by any harms under the tilted balance.
