What decided it

The combination of significant noise harm to occupiers' living conditions and substantial visual harm to the Cotswolds National Landscape outweighed the benefits of meeting gypsy/traveller need and the appellant's personal circumstances.

The significant weight attached to the lack of a five-year supply of gypsy/traveller sites, absence of alternative sites, and the appellant's personal circumstances/best interests of children did not outweigh the harm from noise to living conditions and the significant visual intrusion into the Cotswolds National Landscape, so the conflict with the development plan and Framework was not outweighed.
