Main issues, as the Inspector framed them

• the effect of the proposal on an area designated as protected open space, sport and recreation facilities
• whether future occupiers of the proposed dwelling would be provided with satisfactory living conditions having regard to noise and disturbance, odour and garden space
• whether the proposal is acceptable in highway safety terms having regard to the local road network and access arrangements
• whether the location of the site is acceptable having regard to access to services and facilities by means other than private motor vehicle
• the effect of the proposal on the character and appearance of the area
• whether sufficient information has been provided regarding drainage, landscape impact, parking and vehicle turning such that it has been demonstrated that the proposal is acceptable in this regard

What decided it

The proposal would result in unacceptable harm to highway safety due to poor visibility at the access, narrow and winding local roads with limited passing places, and likely increased vehicular activity, contrary to Policy BT4 of the development plan.

Even if paragraph 11(d) of the Framework is applied due to a shortfall in five-year housing land supply, the adverse impacts of granting planning permission would significantly and demonstrably outweigh the benefits when assessed against the policies in the Framework taken as a whole.
