What decided it

Compliance with Policy DP14 of the Tandridge Local Plan Part 2, which provides that a reasonable addition to a dwelling meeting the policy criteria constitutes the required very special circumstances to justify inappropriate development in the Green Belt, clearly outweighed the harm by reason of inappropriateness and loss of openness.
