What decided it
The unacceptable overbearing effect on the outlook of 46 Kitchener Road caused by the siting, scale and massing of Plot 1 in proximity to the shared boundary, which would dominate the rear views and give a greater sense of enclosure to the currently open outlook enjoyed by the neighbouring occupants.
The significant and long-lasting harm to the living conditions of the neighbouring property with regard to outlook substantially outweighed the moderate benefits of housing delivery, economic benefits, and social benefits, such that even if the tilted balance were engaged, the adverse impacts would significantly and demonstrably outweigh the benefits.
