The adverse impacts of the proposal, being limited conflict with the ULP's spatial strategy, would not significantly and demonstrably outweigh the benefits (housing supply contribution, modest economic, social and environmental benefits, and relative accessibility) when assessed against the Framework taken as a whole; the presumption in favour of sustainable development outweighed the limited conflict with the development plan.
