What decided it
The existence of an extant 2005 planning permission that would result in broadly similar effects on neighbouring amenity as the current proposals, combined with the Council's inability to demonstrate a five-year housing land supply, meant the limited identified harm was outweighed by material considerations.
The limited loss of daylight, sunlight, and outlook to no 25 and conflict with Policy DM5 were outweighed by the benefits of housing delivery under paragraph 11(d) of the Framework and the substantial fallback position of the extant 2005 permission.
