What decided it
The Council's inability to demonstrate a 5-year housing land supply, combined with the modest and acceptable design changes and the secured heathland mitigation contributions, engaged the presumption in favour of sustainable development under paragraph 11(d) of the Framework, which pointed towards permission.
Under paragraph 11(d) of the Framework, the proposal would not result in any significant adverse impacts and the benefits of housing provision, economic investment, sustainable location and optimal use of brownfield land (accorded moderate weight) outweighed any adverse impacts, applying the presumption in favour of sustainable development.
