What decided it
The Council's inability to demonstrate a five-year housing land supply (3.83 years) engaged the tilted balance, reducing the weight of conflicting housing-location policies so that the substantial housing and other benefits were not outweighed by any harm.
The significant weight given to the housing benefits (including 35% affordable and 5% self-build housing) and other benefits outweighed the little weight attached to conflict with housing-supply policies, such that the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
