What decided it

The significant harm to the character and appearance of the area caused by the uncharacteristically intense, cramped form of development with narrow plots and modest spacing outweighs the modest housing benefit, particularly when the development plan is read as a whole.

The substantial weight afforded to the housing benefit of one additional dwelling in the context of a 1.3-year supply was outweighed by the significant harm to character and appearance contrary to development plan policies and Framework principles on design quality and local character, such that adverse impacts significantly and demonstrably outweigh benefits.
