The significant benefits of providing retirement living accommodation for older people, and the resulting release of family housing, outweighed the loss of the NDP-designated green space, in circumstances where no harm to character, appearance or biodiversity was found.

The benefits of the retirement living scheme (housing need for older people, knock-on housing release, economic, social and biodiversity benefits) outweighed the loss of the local green space, tipping the balance in favour of allowing the appeal.
