The modest public benefits of housing delivery, community support, and brownfield reuse, even when considered alongside the Government's Written Ministerial Statement on delivering more homes, were insufficient to outweigh the significant and permanent harm to the designated heritage asset and the character and appearance of the surrounding rural area
