Main issues, as the Inspector framed them
- Whether the proposal is inappropriate development in the Green Belt having regard to relevant development plan policies and the Framework
- The effect of the proposal on the character and appearance of the area, including the Area of Great Landscape Value (AGLV)
- Whether the site is suitable for a residential development having regard to its accessibility to services and facilities
- Whether the proposal would provide an appropriate mix of housing
- Whether the harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations so as to amount to the very special circumstances required to justify the proposal
What decided it
The proposal is inappropriate development in the Green Belt with a substantially greater impact on openness than the existing development, and the benefits of housing supply do not clearly outweigh the substantial harm from inappropriateness and the other significant harms to character, appearance, accessibility and housing mix.
The significant weight given to the benefits of nine new homes in an area with acute housing shortage was outweighed by the substantial weight attached to the harm from inappropriateness in the Green Belt and the significant harms to character and appearance, accessibility and housing mix, such that very special circumstances do not exist.
