The site would not function well with regard to vehicular parking, turning and highway safety due to the reliance on turntables which would create unacceptable risks and conflicts, combined with the cramped internal layout constituting overdevelopment harmful to the character and appearance of the area.
The moderate weight attached to housing delivery, affordable housing provision, employment benefits and brownfield redevelopment did not justify development that would be contrary to the development plan and result in significant harm to highway safety and character and appearance.
