What decided it
The Council's failure to demonstrate a five-year housing land supply, which engaged the presumption in favour of sustainable development under NPPF paragraph 11(d)(ii), meant the adverse impacts did not significantly and demonstrably outweigh the benefits of housing delivery.
The moderate weight attached to development plan conflict and landscape harm was outweighed by more than moderate weight given to the delivery of 9 dwellings including on-site affordable housing and associated social, economic and environmental benefits, applying the tilted balance under NPPF paragraph 11(d)(ii) due to the Council's insufficient housing land supply.
