What decided it
The proposal would cause significant harm to the character and appearance of the area through its excessive height and over-scaled form relative to neighbouring dwellings, and would harm the privacy of neighbouring occupiers through overlooking from the top-floor terrace, and these harms significantly and demonstrably outweigh the limited benefits of the replacement dwelling.
The limited benefits from construction spend and jobs were significantly and demonstrably outweighed by the adverse impacts of harm to character and appearance and living conditions, notwithstanding the Council's inability to demonstrate a five-year housing land supply.
