What decided it

The proposed opening hours of 7:00am to 11:00pm daily would not result in unacceptable harm to neighbouring residents' living conditions when compared with the current unauthorised operating position, particularly given the shift to later morning opening and the removal of midnight trading on Fridays and Saturdays.
