Main issues, as the Inspector framed them
- The effect of the proposal on the Council's supply of housing
What decided it
The fallback position of lawful short-term visitor accommodation use, combined with the economic benefits of supporting the visitor economy and the Council's adequate housing land supply, outweighed the conflict with housing protection policies.
The harm resulting from the loss of housing was outweighed by the economic benefits associated with the proposal, which would support the sustainable growth of the visitor economy, having regard to the particular circumstances including the location and listed building status of the appeal premises and the Council's demonstrated five-year housing supply.
