What decided it

The significant harm to the character and appearance of the area caused by the cramped form of development and loss of trees and soft landscaping outweighed the modest housing benefits when assessed against the Framework taken as a whole.

The modest housing benefits and contribution to housing supply were significantly and demonstrably outweighed by the significant harm to the character and appearance of the area, so the presumption in favour of sustainable development did not apply.
