What decided it

The significant and demonstrable harm to character and appearance, neighbouring living conditions, accommodation standards, highway safety and ecology substantially outweighed the housing benefits when assessed against the Framework taken as a whole.

The housing benefits and sustainable location were outweighed by the significant adverse impacts on character and appearance, the Bristol-Bath Cycle Path designation, neighbouring living conditions, highway safety and ecology, with the harm significantly and demonstrably outweighing the benefits under paragraph 11(d)(ii) of the Framework.
