The public benefits of delivering up to eight dwellings on a windfall site with economic benefits were outweighed by the collective harms to the development plan compliance, character and appearance, biodiversity, and the integrity of the Arun Valley Protected Sites, with the latter providing a clear reason for refusal under NPPF footnote 7.
